Final Evaluation Report - ‘Better By Change’ - Mansfield District Council
2022-2024
‘Better By Change’ was a two-year pilot project funded by the National Lottery Heritage Fund, delivered by Mansfield District Council and evaluated by Blinkbright. The project involved the recruitment of local people with disabilities, neurodivergence or long-term health conditions into 12-month roles across Cultural Services . A key aim of the project was to increase the representation of disabled people within heritage and arts, and for more a diverse community to benefit locally.
The evaluation has found that a diverse group of local people with a range of disabilities and long-term health conditions have benefitted from a positive, supported employment pathway. Through a work placement approach, there has been an increased representation of disabled people within heritage, including arts, which has helped to raise awareness and promote a changed perspective.

Evaluating the Youth Employment Initiative (ESF)
In 2023, Blinkbright evaluated two of the national Youth Employment Initiative Programmes - covering Birmingham and the Black Country. A combined investment value of over £110 million pounds and delivered over seven years, both programmes aimed to support young people from 15 - 29 develop their skills and move into sustainable employment.
Our evaluation included a comprehensive assessment of the delivery and impact of the programmes and a cost benefit analysis, which included a Social Return on Investment report.
Our reports included keynote summary presentations on the main findings, value statements and legacy plans to inform how evaluation conclusions can shape future Shared Prosperity Funding, and other forms of local investment for economic and social inclusion.
